Is it legal to date a fish?

My friend Gracie asked out my betta fish Beux Piddly, and he released affirmative, happy bubbles, leading Gracie and I to presume that he agreed and they are now in a relationship. I question the legality of this union and would like to know if it is legally okay to date a fish.
